I loved the shout-all thing: I tried (and probably failed) not to go overboard with it, but I found that most things I shouted to all got compliments back and sizable attention.

Digg is actually too large for communities not to form around specific topics. Notice the areas of Digg where no communities of friends have formed, like "Sports." It's nothing but a spam repository.

The shout-all thing should be back, but maybe with a limit: only once a week?

I never used Shout All. It just seemed rude and not too smart - I get better results matching people to interests. Of course, this is coming from someone who doesn't use Digg as often as other sites.
